Plan Can Target

The Deficit Neutral Stimulus Plan can be used to target states with high concentrations of unemployed workers such as Michigan and also states with large numbers of out of work persons such as California. It is possible to target specific areas of need because the Social  Security Trust Fund maintains current address records of eligible recipients(retirees). So, in actuality, if the Congress so desired it could test the Davis Plan before going nationwide with it.
